Richard Friend is a dedicated Saline County native with deep roots in our community—born and raised here, with his kids in local schools and his wife Tammy teaching in Bryant and Bauxite districts. Starting his career at the Saline County Sheriff’s Office in 1996, Richard has served at local, state, and federal levels as a narcotics officer, drug recognition expert with the Arkansas Highway Police, and investigator with the Naval Criminal Investigative Service. Today, as Police Chief of England, Arkansas, he’s achieved 100% compliance with state standards, modernized evidence management, and built trust through transparency. A 23-year veteran of the U.S. Navy Reserves and Arkansas Army National Guard (retired 2023), Richard embodies disciplined, decisive leadership. As a guest host on Little Rock talk radio, he’s championed conservative values. Running for Sheriff, he’ll focus on slashing violent and property crime, equipping deputies with top training, and stewarding taxpayer dollars responsibly—for a safer, stronger Saline County where law and order reign supreme.
