
Can teachers hit 4-year-old students ?….Hmmm…. I’m pretty sure there’s a rule against that….Somebody forgot to tell that to Forrest City Pre-School teacher Doris Ursery.
Ursery is a staff member at the District’s ABC Pre-School at Lincoln.
Amanda Moffett is the mother of a little boy who was a student at that Pre-School in September of 2024.
Records show on September 20th of that year Moffett found out her son was struck by Ursery during nap time. Last Thursday I published and posted a video of the incident.
The video shows the little boy lying on the floor on a mat during naptime. While he was lying there awake, he was innocently playing with a cabinet door on a play kitchen.
Ursery walks by and sees him awake and the hits him in the legs and jerks his mat forward.
Moffett was made aware and called the District that same day to complain and report the incident.
Repeated attempts to resolve the matter with the District were unsuccessful so on September 30th, 2024, Moffett made an Incident Report with the Forrest City Police Department.

Notice in the report the Officer referenced the District’s K-12 Corporal Punishment policy; however, it must be noted that the Policy does not apply to the Pre-School.
That led to Ursery being arrested on January 8th, 2025, and being charged with Battery 2nd Degree which is a Class D Felony.

Ursery eventually agreed to a plea deal and plead guilty to Battery 3rd Degree, a Class A Misdemeanor.
She was sentenced to 30 days in jail, (suspended), 6 months’ probation along with fines and costs of $400.00.


In short, she was held accountable by the Criminal Court System in Forrest City….But what about the School District….Did they hold her accountable ?
So, you’re thinking, well surely, they terminated her right ?
Nope….Superintendent Tiffany Hardrick should have….but she didn’t.

Suspension ?….Forget it.
In fact, Hardrick confirmed that Ursery faced no discipline whatsoever for the hitting the 4-year-old.
Ursery was convicted of committing 3rd Degree Battery of a student in her care and she still works there ???….Unbelievable.
But then again, we are talking about the Forrest City School District and Tiffany Hardrick.
Now you’re wondering why, if Ursery was convicted in January of 2025, that I’m just now reporting on it ?….Well that’s a good question.
I was made aware of the incident on May 9th of last year and started digging in.
On May 12th I sent an FOI Request to Forrest City Police Chief Ron Broussard for their Investigation File into the case.

On that same day I sent an FOI Request to the City Attorney, Marshall Wright, for his Case File on the prosecution of Ursery.

Broussard and Wright apparently believe that the laws in the Arkansas Freedom of Information Act do not apply to them, and they refused to provide me the records.
Could that be to provide cover for and protect Hardick ???
That led to me and Arkansas 1st News founder, Jennifer Lancaster, filing a lawsuit against both men.

We finally had a Hearing on January 20th and even though the Judge ordered Broussard to provide me the records he has not done so….Looks like we are headed back to Court.
Broussard’s and Wright’s actions, along with the Court proceedings, are the subject of another story I will bring you when all is said and done.
