On March 31st, State Representative Mindy McAlindon from Centerton in Benton County, filed House Bill 1919 titled –

“THE PUBLIC SCHOOL ACCESS AND TRANSPARENCY ACT; AND TO REQUIRE PUBLIC ACCESS TO LEARNING MATERIALS.”

The Bill is to clarify in the Arkansas Freedom of Information Act that learning materials used in or maintained by a public school or public school district are public record.

Learning materials is defined in the Bill as –  “curricula, syllabi, lesson plans, instructional materials, assignments, presentations, books, articles, video recordings, audio recordings, digital resources, or other resources that are used for classroom instruction, regardless of format or medium.”

While over the years I have argued that these records have always been disclosable under the law, HB1919 puts to rest any arguments School Districts might have had….In short, it’s a great Bill.

Now many of you may be saying – “Hey Jimmie….Why you patting McAlindon on the back ?”

That’s a fair question considering that she is not a real Conservative.

This session she has chosen to put big insurance company profits over people by voting for HB1204, now Act 28, along with voting for all of Senator Kim Hammers Bill’s that trample your Freedoms and Rights in State Constitution for Citizens to amend it.

She recently filed HB1837 for, “MATTERS REFERRED TO VOTERS AND TO BAN FOREIGN FUNDING FOR BALLOT MEASURES”, which sounds good right ?

Problem is many legal experts refer to it as a “Trojan Horse”….Article with analysis to come on it….Overall McAlindon’s grade as a Legislator is an F.

However, at Arkansas 1st News if it’s Bad then we say it’s Bad….But if it’s Good then we say it’s Good.

I’m not endorsing McAlindon as a Legislator at all….I am endorsing this much needed Transparency Bill.

While it doesn’t bring her overall grade of an F up any, the fact is McAlindon deserves an A on this Bill.

I hope you all will support it.
