Arkansas National Guard Colonel Derald Neugebauer….Conduct Unbecoming?

Solicited Political Hit On Faulkner County Sheriff

This will take a minute so stay with me…It’s worth it.

People contact me daily asking if I would investigate actions by a Government official…. However, I am nobody’s attack dog and it’s a mistake to try and use me that way….Enter Colonel Derald Neugebauer.

I know Colonel Neugebauer through the Faulkner County Republican Committee (FCRC) of which he is the Secretary.

It’s no secret that on October 17th the FCRC Executive Committee voted to remove me from the FCRC due to the lawsuit I and others filed against the RPA Chairman Joseph Wood along with the fact that I report on Republican officials….Colonel Neugebauer is a member of that Executive Committee and was one of the driving forces to remove me.

Now you have to be wondering – “Jimmie what in the Hell does that have to do with the Faulkner County Sheriff ?”….Great question but just hang in here with me.

Prior to being removed, I called the Colonel on October 24^th to ask for insight on the evidence used for the basis of my removal since they had not provided me any. It was during that conversation he brought up Faulkner County Sheriff Tim Ryals.

The Colonel actually began soliciting me to go after Sheriff Ryals….who is a Republican by the way… even stating that “we can hem him up.”

As you might imagine, I immediately went into investigation mode and played along with the Colonel during the conversation.

He began making allegations of “Fraud, waste and abuse of Government funding.” stating that Sheriff Ryals lives at his Lakehouse in Cleburne County instead of where he claims to live in Conway.

He alleged that Ryals pawns his duties off on others stating, “He just don’t come to work and I don’t want him hanging out at his Lakehouse in Cleburne County”, claiming he drives his County vehicle up there every day.

The Colonel even stated that he had driven to Ryals Lakehouse on three different weekday occasions and the Sheriff’s County vehicle was there.

We went on to talk about State law regarding elected officials’ work hours. I asked him to email me all the evidence he had to substantiate his claims. I told the Colonel I would investigate the matter. We finished the conversation with him stating –

“We never talked….I’m just kidding, I don’t care I stand by whatever I say, I’m not saying anything I wouldn’t share with anyone else.”….Wonder if he will still feel that way after this article publishes ?

What the Colonel didn’t realize at the time is that the investigation was actually going to be into his actions trying to solicit me to go after and…“hem up”…. Sheriff Ryals….As I said, I’m nobody’s attack dog.

To expose the Colonel, I actually had to look into his claims….How else could they be proven false ?

I began reviewing Faulkner and Cleburne County property and financial records even utilizing the Freedom of Information Act to gather some information. I also talked to several firsthand sources on the condition of anonymity.

I never received the email from the Colonel with his evidence, so I called and texted him three times asking for the info and have yet to receive a reply. The last text I sent was on the day I drafted this article….I wanted to give the Colonel every opportunity to present evidence.

Here’s the reality….I have found Nothing….Nada….Zero to substantiate the Colonel’s claims.

The question now is why would the Colonel go after Sheriff Ryals ?….Is it personal?….Is it political ?….Is it both ?

I think Sheriff Ryals has provided the answer to those questions.

I emailed Ryals asking for a response to the Colonel’s allegations, and much to his credit, respond he did by sending me an email on December 3^rd…..And it is a Must Read !

I have to agree with Sheriff Ryals that the Colonel has tarnished his positions as an Officer and Executive Committee member of the FCRC….as a Colonel in the Arkansas National Guard….and as a former Law Enforcement Officer.

Article 133 Uniform Code of Military Justice –

“Conduct unbecoming an officer and a gentleman is defined as any “action or behavior in an official capacity which, in dishonoring or disgracing the person as an officer, seriously compromises the officer’s character as a gentleman, or action or behavior in an unofficial or private capacity which, in dishonoring or disgracing the officer personally, seriously compromises the person’s standing as an officer.” The term “gentleman” includes both male and female commissioned officers, cadets, and midshipmen.”

Now I do not determine the outcome of my investigations….the investigation does.

I believe this outcome shows Colonel Derald Neugebauer is guilty of Conduct Unbecoming….How about you ?

Now as much as I’d like to get out of here….Who am I kidding….I have to point out the utter Hypocrisy from the Colonel.

I was on the phone with a man who was one of the driving forces to remove me from the FCRC for as they claimed “Attacking Republican Officials” and in that very phone call he solicited me to Attack a Republican Official….You just can’t make this stuff up !

Now for that alone, on a scale of….0 to 10….I would say the Colonel’s Intelligence rates at…..You know what…..I’ll just leave that up to you the reader.

PS – If the Colonel wants to deny what he said — Well, let me just say People lie….Recordings don’t.
