
On October 24th I announced that I had promised some family members of one of the victims of the April 13th mass shooting in Conway that Arkansas 1st News was going to do an investigation into certain members of the Conway Police Department for their actions before, during and after the shooting.
While this will take weeks if not months, I stated we would start with Officer Nathan Watkins who has become known as the “Buffalo Wild Wings Cop”.
The investigation into Watkins finished yesterday and today I filed an official complaint with the Conway PD against him for violating Rules of Conduct for Officers.
Section 1 of the complaint details six counts in which Watkins committed acts of untruthfulness (Rule 600-1.25) along with four counts of making false statements under oath (Perjury). Section 2 details four counts of unsatisfactory performance (Rule 600-3.24). Section 3 details one count of neglect of duty (Rule 600-1.13).
With each of those counts, Watkins committed sixteen counts of Conduct Unbecoming, (Rule 600-1.3).
Evidence proves that Watkins received a report of guns being waved in the air 47 minutes prior to the shooting yet he made the decision not to tell anybody about the report of guns along with the decision to not properly investigate the report.
He then chose to leave the chaotic, dangerous scene to go to Buffalo Wild Wings without notifying Dispatch or his supervisor. Watkins even testified that while at Buffalo Wild Wings he told his ex-wife “Hey y’all don’t need to be around this area because it’s getting pretty bad.”
The fact is Watkins left the citizens at 5th Avenue Park and his fellow Officers in harm’s way…and that harm came while he was at Buffalo Wild Wings.
Had Watkins taken the appropriate actions when the report of guns being waved in the air was made to him, then it is most likely the shooting would have never occurred, and two young people would not have been murdered along with nine others being wounded.
So why didn’t Chief Harris order an internal investigation into Watkins’ inexcusable conduct ?….Simple.
If he had then the Department would have been forced to admit the shooting could have been prevented and the victims and their families would have just cause to file a lawsuit against the Department….Instead, he covered it up.
Well Harris guess what….That coverup has failed miserably.
If Watkins is not terminated, then we will pursue the matter with the Civil Service Commission.

Complaint
This complaint is made against Officer Nathan Watkins for actions and inactions he took on April 13th, 2025, April 16th, 2025, and August 21st, 2025.
Officer Watkins has violated the following Policies –
600-1.25 Truthfulness (Exhibit A)
600-3.24 Unsatisfactory Performance (Exhibit B)
600-1.13 Neglect of Duty (Exhibit C)
600-1.3 Conduct Unbecoming (Exhibit D)
I will take the Policies one at a time.
Section 1 – 600-1.25 Truthfulness
- Untruthfulness on the number of people running.
On April 16th, 2025, Officer Watkins was interviewed by Lieutenant Tom Kennedy as part of an Administrative Inquiry into the mass shooting that took place on April 13th, 2025, at 5th Avenue Park. That interview is Exhibit E.
At the 12:00 minute mark Watkins states to Kennedy “You see people running and the next thing you know it was just literally hundreds of people just took off running. One lady was cutting across the street she was carrying a dog. I said what’s everybody doing why is everybody running ? She said they had guns up in the air.”
On August 21st, 2025, Watkins testified in the Civil Service Commission Appeal Hearing for Brittany Byrd’s termination. He was questioned by Angie Byrd, attorney for Brittany Byrd. That testimony is included in Exhibit F beginning at the 1:44:15 mark.
Angie asked Watkins – Shortly after being on scene you saw people running right ?
Watkins – Correct
Angie – Did you talk to a lady who was carrying a dog ?
Watkins – She was walking a dog not carrying a dog.
Angie – Did you ask her why people were running ?
Watkins – Yes.
Angie – You had a large amount of people leaving quickly from this location.
Watkins – Not a large amount of people no there were just a lot of people running.
Angie – About how many people would you describe that as ?
Watkins – I couldn’t tell you that.
Angie – More than 20 ?
Watkins – No.
Angie – More than 50 ?
Watkins – I’m gonna say around less than 20.
In the interview with Kennedy, Watkins stated literally over 100 people were running yet when questioned by Angie Byrd under oath he stated less than 20 people were running. This is a clear violation of 600-1.25 (Exhibit A) along with violating AR Code 5-53-102 Perjury (Exhibit G).
- Untruthfulness on reporting guns to dispatch.
As to the report that people were waving guns, Angie asked Watkins why he didn’t state that to Dispatch ? Watkins replied – I did. (Exhibit F).
Angie then showed Watkins’ Call For Service (CFS) report #25-0403467 (Exhibit H). The report stated at 18:59:06hrs – 2309 advises that everyone is running…Can see this on camera. The report showed Dispatcher Dusty York inputting that information.
Angie then asked Watkins – Is there anywhere else you say there are guns prior to 504 ( Officer Brittany Byrd ) advising shots fired ? Watkins stated – No I don’t see anything there.
Radio Traffic captured Watkins at 18:59:07hrs stating – So something’s going on everybody is running. (Exhibit I) There is no radio traffic on that day with Watkins mentioning the report about guns being waved in the air.
Watkins stated under oath that he informed Dispatch that people were waving guns yet CFS #25-0403467 (Exhibit H) and Radio Traffic Recording (Exhibit I) prove that to be untrue. This is a clear violation of 600-1.25 (Exhibit A) along with a violation of AR Code 5-53-102 Perjury (Exhibit G).
- Untruthfulness statement about Riddle.
In his testimony in Officer Byrd’s Civil Service appeal hearing about the lady making the report of guns being waved in the air, Watkins stated Officer Riddle was standing beside him when that complaint was made.
During the hearing, Angie Byrd asked Watkins – You telling me that everyone on shift knew there were guns out there the whole Time ?
Watkins – Not everybody.
Angie – Let me ask it a different way. We didn’t know about guns at all until in relation to you talking to a lady with a dog correct ?
Watkins – Yes.
Angie – After the lady with the dog, which was 18:59:06hrs, between that time and shots fired we have no call log with you saying anything in relation to guns correct ?
Watkins – So Riddle was beside me.
Angie – This is a yes or no.
Watkins – No.
In Riddle’s interview (Exhibit J) with Kennedy on May 15th, Riddle, without prompting by Kennedy, brought up people running. Riddle stated – As I was over there everybody did start running for a second and started walking. I was like that’s odd and said show me in route over there so I could see what just happened.
Riddle never mentioned anything about the lady making the report to Watkins nor mentioned Watkins at all during interview.
Radio Traffic (Exhibit K) captured Riddle stating at 18:59:42hrs – 2414 to Conway just a heads up. Everybody at the party just started taking off running. I’m gonna try to go in and see what’s going on.
The radio traffic mirrors what Riddle told Kennedy in the interview.
At this point it should be noted that according to Riddle’s statement in the interview, he never exited his patrol vehicle to do a walk through. Instead, he asked some questions to people from his patrol vehicle and then parked to observe.
Watkins stated under oath that Riddle was standing beside him when the lady made the report of guns being waved in the air. That is not true and is a clear violation of 600-1.25 (Exhibit A) along with a violation of AR Code 5-53-102 Perjury (Exhibit G)
- Untruthfulness Statement about Byrd.
Later in testimony (Exhibit F), Watkins stated under oath that Officer Byrd was standing next to him as well when the lady made the report of guns being waved in the air to Watkins.
Angie asked Watkins – Let’s be clear. Are you saying Officer Byrd was on hand with you at the 18:59:06 marker and shortly after that ( Watkins interrupts )
Watkins – I can’t tell you exactly what times we are there together ( meaning Byrd and Riddle ) Us three are sitting over there.
Angie – After that timeframe you saw a lady with the dog and asked her (Watkins interrupts )
Watkins – Yes
Angie – Who was with you when you had the conversation with the lady ?
Watkins – Riddle and Byrd…They’re there…I mean literally right…we are all…(inaudible).
Angie – Then why did no other officer tell Lieutenant Kennedy anything about the comment ?
Watkins – I don’t know.
Angie – Are you lying or are they ?
Watkins – I’m not lying.
Angie – I have nothing further.
Radio Traffic (Exhibit I) has Watkins reporting people running at 18:59:07 hrs. CFS Report #25-0403467 (Exhibit H) states the same. That is when the lady reported guns being waved in the air.
GPS data for Byrd’s patrol vehicle (Exhibit L) proves that Byrd was actually at the PD Headquarters, located at 1105 Prairie St, at the time the people started running and the lady making the report of guns being waved in the air to Watkins. Further Dispatch phone recordings (Exhibits M,N&O) show that Byrd was on the phone with Dispatch during the time the people started running and the complaint was made to Watkins.
Watkins stated under oath that Byrd was standing next to him when the lady made the report to him that people were waving guns in the air. That is not true and is a clear violation of 600-1.25 (Exhibit A) along with a violation of AR Code 5-53-102 Perjury (Exhibit G).
- Untruthfulness statement about investigating.
In testimony Watkins stated under oath that he investigated the report of guns being waved in the air made to him by the lady who was walking the dog.
Cornell University’s legal context meaning of investigate is “To examine and look into something carefully to gather information.”
During Watkins’ testimony during the hearing (Exhibit F), Angie Byrd, as to the lady reporting guns being waved in the air, asked Watkins the following – In relation to these events did you go and investigate anything having to do with the guns ?
Watkins – Yes.
Angie – And what did you do to investigate ?
Watkins – So I drove around the block. I made the block through there. Didn’t see anything everybody was polite. Didn’t have no problems with anybody.
In Watkins’ interview with Kennedy, he described the encounter with the lady who made the report of guns being waved in the air; however, he never stated that he investigated the complaint. In fact, Watkins never stated in the interview that he even drove around the block.

There is no such radio traffic from Watkins on the report.
Watkins stated under oath that he “investigated” the report of guns when he clearly did not. Driving around the block does not constitute an investigation to carefully gather information. This is a clear violation of 600-1.25 (Exhibit A) along with a violation of AR Code 5-53-102 Perjury (Exhibit G).
- Untruthfulness statement of his location.
In Watkins’ interview with Kennedy (Exhibit E), he stated where he was when the shots fired call came over the radio. Watkins stated – And there was a call of an accident and then right after that, boom shots fired. Whenever the accident came out I left. I was actually into Harkrider or not Harkrider….Oak Street. Like I said, within in seconds….so shoot back over there.
During Watkins’ testimony in the Civil Service hearing, (Exhibit F), Angie Byrd asked Watkins – When the shots fired came out that call you were at Buffalo Wild Wings ?
Watkins – Yes.
Watkins’ dash camera video was played during his testimony at the hearing (Exhibit F). It shows him at Buffalo Wild Wings when the shots fired call comes out at 19:46:14hrs (Exhibit F). Further, the Conway Police Department’s GPS response route for Watkins, (Exhibit P), shows him at Buffalo Wild Wings when the shots fired call comes out as well. Buffalo Wild Wings is located at 675 Amity Road. It is not located on Oak Street (Exhibit Q).
Watkins stated in his interview with Kennedy that when the shots fired call came out that he was on Oak Street. That is clearly not true as he was at Buffalo Wild Wings visiting with his ex-wife and children when the shots fired call came out. This is a clear violation of 600-1.25 ( Exhibit A ).
Section 2 – 600-3.24 Unsatisfactory Performance
- Watkins did not investigate gun report.
In his interview with Kennedy, Watkins stated – “You see people running and the next thing you know it was just literally hundreds of people just took off running. One lady was cutting across the street she was carrying a dog. I said what’s everybody doing why is everybody running ? She said they had guns up in the air.”
In testimony Watkins stated under oath that he investigated the report of guns being waved in the air made to him by the lady who was walking the dog.

As established in Section 1 of the Complaint, Watkins’ claim that he investigated the report proved to be untruthful. Watkins did not investigate the report of guns being waved in the air. Even if he had driven around the block as he claimed, that certainly would not constitute an investigation into the report.
AR Code 5-71-207 Disorderly Conduct states –
(a) A person commits the offense of disorderly conduct if, with the purpose to cause public inconvenience, annoyance, or alarm or recklessly creating a risk of public inconvenience, annoyance, or alarm, he or she:
(1) Engages in fighting or in violent, threatening, or tumultuous behavior;
(2) Makes unreasonable or excessive noise;
(3) In a public place, uses abusive or obscene language, or makes an obscene gesture, in a manner likely to provoke a violent or disorderly response;
(4) Disrupts or disturbs any lawful assembly or meeting of persons;
(5) Obstructs vehicular or pedestrian traffic;
(6) Congregates with two (2) or more other persons in a public place and refuses to comply with a lawful order to disperse of a law enforcement officer or other person engaged in enforcing or executing the law
(7) Creates a hazardous or physically offensive condition;
(8) In a public place, mars, defiles, desecrates, or otherwise damages a patriotic or religious symbol that is an object of respect by the public or a substantial segment of the public; or
(9) In a public place, exposes his or her private parts.
(b) Disorderly conduct is a Class C misdemeanor.
AR Code 5-13-207 Assault in the 3rd Degree states –
- a)A person commits assault in the third degree if he or she purposely creates apprehension of imminent physical injury in another person.
(b) Assault in the third degree is a Class C misdemeanor.
The report made to Watkins about guns being waved in the air that caused the people to run could have easily been due to violations of 5-71-207 and or 5-13-207. It could have also been due to violations of serious Felony statutes.
The report warranted Watkins to take appropriate action to investigate yet he failed to do so. Watkins clearly violated 600-3.24 (Exhibit B) in that failure.
- Watkins did not notify Dispatch of guns being waved in the air.
As to the report that people were waving guns, at the hearing Angie asked Watkins why he didn’t tell that over dispatch. Watkins replied – I did. (Exhibit F).
In Section 1 of this complaint, Watkins’ claim that he informed Dispatch of the report of guns was proven untruthful.
While Watkins took the appropriate action when he reported people running over the radio to Dispatch, he intentionally failed to act appropriately in reporting guns being waved in the air as the cause for people to run. Watkins clearly violated 600-3.24 (Exhibit B) in this failure.
- Did not notify Supervisors or other Officers of guns being waved in the air.
As the evidence has proven in Section 1, Watkins intentionally never took the appropriate action to inform his Supervisors nor his fellow Officers of the report made to him that guns were being waved in the air. Again, he appropriately reported people running but felt the need to not report guns being waved in the air to anyone. Watkins clearly violated 600-3.24 (Exhibit B) in this failure.
- Did not assist tow truck operator.
During the event at 5th Avenue Park, Helton Wrecker service was summoned to tow vehicles off private parking lots. Helton tow truck operator and assistant manager, Blake Papera, responded to tow vehicles.
In testimony during the hearing on September 19th, (Exhibit R beginning at the 4:23:00 mark), one of Brittany Byrd’s attorneys, Alex Albertson, asked Papera if he had spoken with Watkins. Papera answered – I approached Watkins and asked if he would assist me over into the crowd because I was going over there to tell everybody I was about to start towing vehicles.
Alex – What was his response ?
Papera – He told me that he had already attempted to go into the park and tell people to move their vehicles and told me “good luck.”
Alex – Did you approach the crowd or pavilions in the park ?
Papera – Yes.
Alex – Why was that ?
Papera – I was giving everybody the opportunity to get their vehicles before I started towing them.
Alex – Did someone go with you ?
Papera – No.
Alex – Why not ?
Papera – I don’t know why he didn’t come with me.
Alex – Did he advise you he had been told by a citizen there were guns in the park ?
Papera – No
During the hearing on August 21st attorney for Brittany Byrd, Angie Byrd, questioned Watkins about the encounter with Papera.
Angie – Did Mr. Papera ask you to go with him up to the pavilions to tell people we are about to tow cars ?
Watkins – I don’t recall.
Angie – Don’t recall telling him good luck with that I’m not going ?
Watkins – No.
Angie – Did you go with a gentleman with a wrecker service to inform people that cars were about to be towed ?
Watkins – You are asking if I went over to 5th Street Park to tell them that their car is going to get towed ?
Angie – Yes
Watkins – One Officer ?
Angie – Yes.
Watkins – No I did not.
On Sunday October 26th I interviewed Papera by phone (Exhibit S).
Papera described the encounter. He stated – “Now knowing that the fact people had guns I was pretty pissed off figuring out that he knew about it and didn’t tell me.” Papera went on to state – “Whenever I asked him to go over there and help me…and he refused to help me. And then me having my fiancée and kids in the truck you know just across the street and people are shooting at them….he didn’t do what he was supposed to do.” I asked Papera if he felt Watkins’ actions brought discredit to the Police Department ? Papera responded – “I do”.
It was established during the hearing that the Police Department, led by Officer Byrd, orchestrated the process of vehicles being towed in an effort to break up the party. There is no evidence that Watkins did anything to assist in vehicles being towed and in fact refused to assist Mr. Papera in his efforts which put him in danger.
Watkins’ failure to take appropriate action in providing deserved assistance to Mr. Papera is a clear violation of 600-3.24 (Exhibit B).
- Watkins took absence without leave and went to Buffalo Wild Wings.
Chief Harris testified during the hearing that Conway PD is a paramilitary organization. Paramilitary is defined as – Organized similarly to a military force.
The military meaning of Absence Without Leave is – AWOL, governed by UCMJ Article 86, refers to an unauthorized absence without intent to permanently abandon military service. It signifies a temporary departure without permission.
On April 13th, 2025, Watkins was working calls for service at and adjacent to 5th Avenue Park along with Officers Byrd, Pugh and Riddle.
During the hearing on August 21st, (Exhibit F), attorney Angie Byrd questioned Watkins about him leaving the call to go to Buffalo Wild Wings.
In reference to Watkins’ arrival time to the call Angie Asked – Okay did you ever check 10-98 from that location ? (10-98 meaning leaving the location)
Watkins – What time are we talking about ?
Angie – You arrived at 18:59:56hrs. Did you ever check out from that location ?
Watkins – I don’t recall a timeframe…but eventually yes.
Angie – Let me put it a different way. Did you tell anybody you were leaving or did you not tell anyone you were leaving and then you left to go to Buffalo Wild Wings ?
Watkins – Oh yeah….The officers who were on scene with me.
Angie – So you told Officers on scene but you didn’t tell Dispatch is that correct?
Watkins – No.
Angie – Let me put it a different way. Are you saying that is incorrect information or are you saying agreeing with me that you did not tell Dispatch ?
Watkins – I did not tell Dispatch.
Angie – Was it about 19:34hrs when you went to Buffalo Wild Wings ?
Watkins – Sounds about right.
Angie – You didn’t check out with Dispatch right ?
Watkins – No…So we stayed on the call…um I guess you could say was…our plan was to hang there until everything was fine and calm and they can hang out without a problem.
Watkins went on to testify – It was me, Riddle and her, (Byrd), over in the parking lot. Pull up to her…I’m in my unit…talked to Byrd and Riddle explained to them what I was gonna do at the restaurant.
Blake Hendrix, attorney with Fuqua Campbell representing Chris Harris, then cross-examined Watkins and his testimony only became more damning.
Blake – You didn’t notify Dispatch that you were gonna leave that tow operation ?
Watkins – That is correct in that…Because our plans were…and we talked about this…we are going to sit out here and make sure everything is fine because we know how it is. You show up and everything is fine everything is good…You leave and pop-pop-pop now they’re dealing with it. So what we were gonna do as long as the calls were low, we were going to try to be present where everybody can see us and go from there….But no I did not check 98 from there to go over there.
Watkins’ own testimony proves that he failed to take action on a condition that deserved his full duty and attention. An action that he testified himself was a consensus plan born of he and his fellow officers on the call. He went AWOL from the call, abandoning his fellow officers which was a failure of appropriate action and is a clear violation of 600-3.24 (Exhibit B)
Section 3 – 600-1.13 Neglect of Duty
- Watkins leaves the call to go to Buffalo Wild Wings for personal business.
To not be redundant the very evidence presented in Section 2-E proves Watkins’ willful neglect of his duty to be attentive to the call he was on by leaving the scene to attend a personal matter at Buffalo Wild Wings which proves a clear violation of 600-1.13 (Exhibit C)
Section 4 – 600-1.3 Conduct Unbecoming
Section 1 of the complaint details six counts in which Watkins committed acts of untruthfulness along with five counts of making false statements under oath. Section 2 details four counts of unsatisfactory performance. Section 3 details one count of neglect of duty.
With each one of those counts, Watkins clearly violated 600-1.3 (Exhibit D) which makes a total of sixteen counts in which Watkins violated 600-1.3. With each of the sixteen counts, Watkins has not only brought discredit to himself but also to the operation and efficiency of the Conway Police Department.

Watkins went on to commit acts of untruthfulness in his interview with Kennedy and then more acts of untruthfulness and perjury testifying under oath at the Civil Service hearing.
The facts and evidence presented in this complaint are indisputable. Watkins employment with the Conway Police Department should be terminated.

Upon the order of the Chief, the Chief’s designee, or a superior officer/leader, members shall truthfully answer all questions specifically directed and narrowly related to the scope of employment and operations of the Department which may be asked of them.

600-3.24 Unsatisfactory Performance
Employees shall maintain sufficient competency to properly perform their duties and assume the responsibilities of their positions. Employees shall perform their duties in a manner which will maintain the highest standards of efficiency in carrying out the functions and objectives of the Department. Unsatisfactory performance may be demonstrated by a lack of knowledge of the application of laws required to be enforced; an unwillingness or inability to perform assigned tasks; the failure to conform to work standards established for the employees rank, grade, or position; the failure to take appropriate action on the occasion of a crime, disorder, workplace situation, or other condition deserving police station/duty attention; or absence without leave. In addition to other indicia of unsatisfactory performance, the following will be considered prima facie evidence of unsatisfactory performance: repeated infractions of rules, regulations, directives, or orders of the Department.

600-1.13 Neglect of Duty
Employees shall not read, play games, watch television or movies or otherwise engage in entertainment while on duty. They shall not engage in any activities or personal business which would cause them to neglect or be inattentive to duty. Sleeping while on duty is forbidden for all members.

Police Department Personnel Employees shall conduct themselves at all times, both on and off duty, in such a manner as to reflect most favorably on the Department. Conduct unbecoming shall include that which brings discredit upon the operation or efficiency of the Department or member.

Perjury Statute
AR Code 5-53-102
(a) A person commits perjury if in an official proceeding he or she knowingly:
(1) Makes a false material statement under an oath required or authorized by law;
(2) Applies for or submits an absentee ballot for a city, school district, county, state, or federal election knowing that he or she is unlawfully applying for or unlawfully submitting the absentee ballot; or
(3) Makes a false unsworn declaration under the Uniform Unsworn Foreign Declarations Act, § 16-2-201 et seq.
(b) Lack of knowledge of the materiality of the statement is not a defense to a charge of perjury under this section.
