Judge Barbara Elmore’s Hit & Run Part II: The Details…The Facts…The Reality For The Victim

Yesterday I brought you video of Lonoke County Circuit Judge Barbara Elmore committing a Hit & Run in the Court House parking lot.

Today I am bringing you details, facts and realities concerning that incident.

Let’s be clear from the get go….FACT: Judge Elmore knew she hit the vehicle and made a conscious unethical and immoral decision to walk away from the scene as if it never happened.

While this incident shocks many, the reality is it’s just another example of the daily corruption that takes place in Lonoke County Government.

The Hit & Run took place last summer on July 18^th, however I was not able to obtain surveillance video of the Incident to prove it until Thursday afternoon.

Make no mistake though…. me obtaining this video was a Team effort and if I could, I would shout their names in giving credit but I can’t….The repercussions to them could be devastating; however, they have my admiration.

The time stamps on the video shows Elmore hitting a 2016 GMC Terrain at 9:32am. That vehicle is owned by Melissa Frazier who works for Judge Sandy Huckabee.

After getting tangled up with Ms. Frazier’s vehicle, Elmore pulls forward jumping a street curb and then travels around to the other side of the parking lot and parks.

In a most brazen fashion, Elmore exits her SUV and walks past Ms. Frazier’s GMC, looking at it and then enters the Court House without care.

At 12:53pm Ms. Frazier exits the Court House and discovers she has been the victim of a Hit & Run.

She tries to open her driver’s door but is unsuccessful and then retreats back into the Court House.

She comes back out to her vehicle at 1:05pm with a man and they inspect her vehicle and at 1:16pm she has a conversation with a woman in the parking lot.

At 1:20pm Lonoke PD (LPD) Officer Daniel Duran arrives on scene.

Duran inspects Ms. Frazier’s vehicle with her and then they both enter the Court House. At 1:37pm Duran exits the Court House and leaves the scene.

At that point the incident was over.

Now that fact has infuriated many wondering and asking why Elmore was not arrested and charged ?….Did she use her position and power as Judge to escape accountability ?

Well, the answer to that is yes and no.

As for LPD they did about all they could do in this situation….Let me explain.

I talked by phone with LPD Chief Keith Graham early Thursday evening. He confirmed the incident took place and that Elmore was driving the vehicle that struck Frazier’s.

He stated there was no Incident Report on the matter but acknowledged there should be Dispatch records on it and assured me that when he got to work the next morning he would access and send them to me, which he did.

That Dispatch Call Report provides facts that help paint the picture.

According to the report the request to LPD for an officer was made by a woman who works in Lonoke County Judge Doug Erwin’s office stating that a white SUV hit Ms. Fraizer’s vehicle and left the scene.

That tells us at that point no one still had a clue that it was Elmore who committed the Hit & Run.

NOTE: The time stamps on the surveillance video and the Report are slightly different which is a common occurrence.

After Duran arrived, and before he left, the Cat came out of the bag because Chief Graham informed me in our conversation Thursday evening that Ms. Frazier and Elmore came to an understanding while Duran was there and Ms. Frazier did not want to pursue the matter.

That explains why there was no Incident Report generated.

Further I researched the laws pertaining to this and AR Code 27-53-102 addresses a Hit & Run with a vehicle which is attended.

The penalty for violating that Code ranges from a Class A & B Misdemeanor to a Class D Felony depending in the amount of damage….Frazier’s vehicle was not attended.

On the other hand AR Code 27-53-104 addresses a Hit & Run on an unattended vehicle….As you can see it has no penalty.

Do I think that law is just ?….No I don’t but it is the law.

At that point there is really nothing LPD can do.

I have to say I am impressed with Chief Graham’s prompt responses and transparency….That is a refreshing 180 from past LPD Chiefs.

I also reached out to Elmore and Ms. Frazier for statements on Friday morning.

I spoke with a lady in Elmore’s office explaining in detail the request and left my number for Elmore to call me. I have yet to hear from her and smart money says I never will….My attempts to speak to Ms. Frazier were unsuccessful.

However Ms. Frazier’s husband, John, messaged me this morning confirming Elmore agreed to pay for fixing their vehicle and said she did just that….What a Saint she is.

Now what I’m going to provide you with next is speculation on my part.

Let’s say you are Ms. Frazier and you walk out and see that you have been the victim of a Hit & Run.

Emotions set in from feeling violated to anger. You worked hard for that car and somebody, in a most cowardly fashion, just stomped all over that work.

You have the Police summoned in hopes of getting justice and the whole time wondering what if you don’t ?….This won’t be cheap.

Then you find out that Judge Elmore is the coward who did this to you.

Suddenly your anger and quest for justice are a million miles away replaced by fear….Fear of retaliation….Fear for your job.

Now instead of being eager for justice that is due, you are eager to end this to Judge Elmore’s satisfaction….Eager to get it behind you, hoping it will all go away.

That’s my speculation….and I’m pretty Damn confident in it.

Elmore’s unethical immoral actions need to be exposed at every opportunity. At the same time, there is concern for Ms. Frazier.

The people in power who are angered by this story won’t direct that anger at me….they won’t direct it at you the readers….They are too cowardly for that.

My concern is they will direct it to the victim in this case….Ms. Frazier.

After all….look at the lengths they have gone to persecute Aaron and his family.

I’ll leave you with this.

John Staley, Chuck Graham, John Huggins, Barbara Elmore and all their cronies are soulless.
