Pulaski County Deputy Faces Multiple Charges After Incident With LRPD Officer….Body Camera Shows Bizarre Behavior….Conduct Unbecoming ?

Deputy Darryl Musaddiq is a Seargent at the Pulaski County Jail and is currently on paid Administrative Leave after being charged with –

Battery 3rd Degree – Class A Misdemeanor

Refusal To Submit To Arrest – Class B Misdemeanor

Obstructing Governmental Operations – Class C Misdemeanor

Attempting To Influence Public Service – Class A Misdemeanor

Loitering – Class C Misdemeanor

The charges stem from an August 11th stop of Musaddiq on Otter Creek Court in Little Rock at 12:40am.

LRPD Officer Cody Hall was patrolling the area due to recent burglaries and break-ins when he noticed the vehicle Musaddiq was driving parked in the road with its taillights on.

Hall pulled up behind Musaddiq with his blue lights on and exited his vehicle and approached. As he did, Musaddiq started his vehicle indicating he was about to drive off. When Hall got to the driver’s side window that’s when things got bizarre.

In belligerent fashion, Musaddiq refused to answer any of Hall’s questions or identify himself. As Hall was calling in the license plate, Musaddiq suddenly exited the vehicle where a handgun was clearly visible in the driver’s door panel. He began acting erratic and started walking away from Hall refusing to comply with his lawful orders.

It was only under threat of taser that Musaddiq finally put his hands behind his back where Hall then cuffed him.

That did not end the erratic behavior as Musaddiq screamed while cursing and threatening to sue Hall. As Hall was trying to pat him down, Musaddiq became combative and, in the process, knocked Hall’s Body Camera off his vest. Other Officers arrived and Musaddiq was placed in the back of Hall’s patrol vehicle.

It was only when Hall was going through Musaddiq’s belongings that he was able to identify him and find out Musaddiq is himself a law enforcement officer and that his wife, Nikie, has been an LRPD Officer for years. That prompted Hall to describe the encounter as “insane”…..Yeah I’ll go with that !

By order of LRPD Seargent Caleb Monroe, Musaddiq was not charged that night and was released at the scene to supervisors from the Pulaski County Sheriff’s Department.

On August 19th he was arrested and charged at the jail, processed and released. He has a Trial date of October 28th.

It is dumbfounding to me that a Law Enforcement Officer….a Seargent no less….would behave this way when being stopped.

Before being released at the scene, Musaddiq explained to Monroe that he lived in the area and was on his way home from working a shift at the jail when he stopped to make a call.

Had he answered Hall’s questions and explained like he did to Monroe then he would have been on his way….So why did he become unhinged ?….Why did he berate, resist and spit on a fellow Officer for no reason ?

What will be interesting is to see what, if any, discipline Sheriff Eric Higgins has in mind for Musaddiq. Accounts show Musaddiq to be one of the poster Deputies for Higgins.

A few years ago, Deputy Bobby Ward was terminated by Higgins, and should have been, for conduct towards a Sherwood Police Officer that did not amount to Musaddiq’s behavior….However Ward was not a poster Deputy either.

Will Musaddiq get a Hall Pass from Higgins ?….Will there be a double standard applied ?

It doesn’t take binoculars to clearly see this is Conduct Unbecoming.
