Search & Seizure Warrants Served On Lonoke County Man Previously Acquitted Of Rape.

On March 23rd 2024 I brought you the story of Jamie Jackson, a mom from the community of England AR who was fighting to get justice for her daughter who had allegedly been raped multiple times by Walter Harper Jr., who at the time was a juvenile. Court records on the case are sealed; however, according to Jamie, Harper was charged with Rape and then shockingly acquitted.

I did a four-part series on the matter detailing the failures of the England School District, the England PD and the Lonoke County Prosecutor Chuck Graham’s Office.

Jamie has never given up in her quest to see Harper held accountable and has stayed engaged in keeping up with criminal events involving him.

On December 17th, 2024, England PD responded to a shooting at 72 S Hight St in England, the home of Harper and his live-in girlfriend Shaveon Sheets. Upon arrival police found Sheets dead from a gunshot wound.

The Lonoke County Sheriff’s Office then began an investigation into Sheets’ death which is still ongoing.

While reviewing Court records on Harper, Jamie noticed three cases involving Search and Seizer Warrants for him. Case #43SW-25-15, #43SW-25-16 and #43SW-25-21.

On July 3rd she contacted me to ask if the Warrants and accompanying documents were public record under the Arkansas Freedom of Information Act. I informed her they absolutely were, and we visited a little about the law regarding disclosure of the records.

Jamie then took it upon herself to draft, and on July 7th, send an FOI Request for the warrants and accompanying records to Lonoke County Circuit Clerk Deborah Oglesby, who is the custodian of the records. Jamie copied me on the email.

Lonoke County Chief Deputy Prosecutor John Huggins tried to get involved by emailing Jamie that the records were part of an ongoing investigation and exempt from disclosure.

Huggins involved himself in a matter that does not concern him. The Prosecutor’s Office is not the custodian of the records requested so Huggins has no say in the matter.

Jamie quickly responded, making the correct argument that the records are not exempt. Huggins then had to admit Jamie was right.

Jamie received the records from Oglesby, and they are very telling.

The Affidavits state the two phones seized are believed to contain images and messages pertaining to the death of Sheets and that information on them could identify the suspect who is also in possession of child pornography.

According to the Warrant Returns, the Detectives were not able to obtain the information they had hoped to get.

The investigation is still ongoing and Walter Harper Jr to date has not been charged in Sheets’ death.

Hopefully at some point, charges will be filed and justice served.
